Legal Framework for Ocean Thermal Energy-Driven Development in Malaysia

The 3rd National Workshop on Ocean Energy covering “Prospects of Ocean Energy including OTEC development in Malaysia: Way Forward for Ocean Energy Law” was hosted by UTM OTEC at Universiti Teknologi Malaysia, Kuala Lumpur.

The series of workshops on ocean energy is an ongoing effort by UTM OTEC on research and development on ocean energy generally and Ocean Thermal Energy Conversion (OTEC) specifically. OTEC is gaining ground in generating sustainable based-load electricity by converting the heat embedded in the deep seas into electrical power using the significant temperature differentials in the deep waters of the tropics. OTEC could also generate cold deep seawater that can be harnessed for growing temperate crops, developing high value marine culture, and producing deep sea mineral water.

The Workshop provided a platform for experts in maritime and ocean energy law to increase awareness of the legal issues on developing a legal framework on Ocean Thermal Energy-Driven Development (OTEDD) in Malaysia among academics, policy makers, professionals, industry players, and the public.

The highlight of the workshop was the handing-over ceremony of OTEC Layang-Layang PFS for Pioneer OTEC Plant in Malaysia: A Collaboration between UTM OTEC and DCNS. This was witnessed by the UTM Pro-Chancellor, and representatives from the Royal Malaysian Navy, Technology Dispository Agency, Defence Industry Division, Boustead, and the Maritime Institute of Malaysia.

The Honourable Dato’ John Louis O’Hara, High Court Judge Kuala Lumpur delivered the Special Address: Way Forward for Ocean Energy Law.

Datin Sharina delivered the Closing Remarks for the Workshop.

The UTM OTEC Workshop was attended by Datin Sharina Shaukat from the Centre of Ocean Law and Policy and Ms Nurul Ashikin Zakaria from the Centre for Coastal and Marine Environment at MIMA.
