Memorandum of Agreement (MoA) – University Malaysia Sabah (UMS) and MIMA

The MoA signing ceremony was held in Sabah on the 31st of October 2017. Vice Admiral (R) Tan Sri Dato Seri Ahmad Ramli b. Hj. Mohd Nor, Chairman and First Admiral (R) Dato Chin Yoon Chin, Director General, signed on behalf of MIMA whilst Prof. Datuk Dr D. Kamarudin M. Mudin, Vice Chancellor and No’Man Hj. Ahmad, Registrar, signed on behalf of UMS. The event was witnessed by Datuk Rodzi Md Saad, Director Sabah National Security Council (Sabah NSC)

The MoA formalised the joint undertaking by MIMA, UMS and NSC Sabah on the KESBAN (Keselamatan dan Pembangunan – Security and Development) at Sea project which has been underway since 2015. The project aimed at holistic security for ESSZone captures the successes of KESBAN in the Peninsula and Sarawak during the height of the communist threat from the late 40’s till the surrender of the communists in 1989.
The Preservation of Public Security Regulation 2013, a Federal Government Gazette which established ESSZone (Eastern Sabah Safety Zone) and ESSCOM( Eastern Sabah Security Command) called for an ESSZone Committee to be established under the Chairmanship of the Chief Minister to manage the safety and development of ESSZone whist ESSCOM was to address security measures. KESBAN at Sea project aims t develop a Balanced Scorecard for the ESSZone Committee as a management framework to develop the region through a balanced approach. Among others, this project will address management of scarce resources and duplication of efforts. The Stakeholder Perspectives for the Balanced Scorecard being Peace and Stability, Sustainable Development and Sustainable Seas.

The KESBAN at Sea project, a policy perspective from MIMA, envisages holistic security as a compliment to ballistic security. It advocates the holistic approach through four pillars, namely, economy, socio-politics, marine environment and security-defence. Each pillar having their own identified clusters. Multi stakeholder workshops were carried out on the four pillars to identify gaps and measures to address them. Logistic supports throughout the workshops were provided by Sabah NSC. UMS provided faculty support where a workshop for each pillar was managed by the respective faculties in UMS. Workshop reports are available on MIMA website.

The findings of the workshops and recommendations to the state government will be presented to the Chief Minister in the next State Security Committee Meeting. Among others, one of the recommendations are to change the colour of ESSZone from red to blue with the theme Blue Ocean Strategy and start a comprehensive security programme whist addressing sustainable development of the coastal communities and sustainable seas in accordance with UN Sustainable Development Goals 14.

Phase II of the KESBAN at Sea project will be the setting up of the Technical Committee to develop the Balanced Scorecard and the Steering Committee at state level to drive the effort. The Steering Committee is being proposed as the ESSZone Committee later as envisaged by the Preservation of Public Security Regulation 2013.
