China – Malaysia Ports Alliance (CMPA) Training Course on Port Regulations, Management, and Operations

The Maritime Institute of Malaysia, in collaboration with Penang Port Commission and Klang Port Authority successfully conducted the above CMPA training course from the 6th to 10th August 2017. The course focused on port regulations, management, and operations to provide participants with a better insight on the best practices by Malaysia’s ports and the growing complexities of the port and shipping business. It was designed for the senior and middle managers of both China and Malaysia port authorities and operators involved in policy making, regulations, and management of ports. The event was officiated by Mr Mohamad Puzi bin Mohamad Nazir, General Manager of Penang Port Commission and MIMA was represented by Dr Rizal bin Abdul Kadir, Deputy Director General.

The training was conducted by MIMA through lectures, group work, and case studies. The session was conducted by MIMA researcher, Cdr Ang Chin Hup (R) and consultant Mr Mohamed Azman bin Mohd Aris. The participants gained an understanding on how Malaysia formulates shipping and port policies, regulates and manages them. Participants also visited Westport and Northport where they were shown the container terminal operation as well as the Vessel Traffic Management System (VTMS).


A total of 9 participants from China and 18 from local port authorities and operators attended the one-week training course. The training served as a platform for local participants to network and develop friendships with those from China’s ports and provide the basis for future networking.


MIMA would like to express its gratitude to Penang Port Commission and Port Klang Authority, the CMPA Secretariat in Malaysia in selecting the institute to conduct the training. As a Centre of Excellence on maritime affairs, MIMA will continue to share Malaysia’s expertise in the maritime industry with ports in Malaysia and the region.
