The 27th Workshop on Managing Potential Conflicts in the South China Sea
16-17 November, Jakarta, Indonesia.

Dr Siswo Pramono, Head/Director General of the Policy Analysis and Development Agency under the Indonesian Ministry of Foreign Affairs delivered the Welcoming Remarks. The Opening Remarks was delivered by H.E. Dr Abdul Rahman M. Faachir, Vice Minister of Foreign Affairs. Capt. Martin A. Sebastian RMN (R), Senior Fellow/Centre Head for the Centre for Maritime Security and Diplomacy and Dr Julyus Melvin Mobilik from the Sarawak Marine Dept represented Malaysia in this Workshop. This is the only fora where Chinese Taipei and ASEAN sits together with China in a Track 1.5 environment.


Capt. Martin presented on the 4th Maritime Law Enforcement (MLE) Training, a regional training conducted as a project, paid by the Workshop. In 2017, visit, board, search and seize (VBSS) sea training was conducted off the coast of Penang with the support from the Malaysian Coastguard.

The MLE training has been progressing for a number of years with topics like transnational organised crime and search and rescue. Capt. Martin elaborated that functional cooperation like these have the potential to develop trust and further build confidence to mitigate potential conflicts in the region. Capt. Martin proposed to conduct training on Illegal Unregulated and Unregistered (IUU) fishing training for 2018 and was approved.


Dr Julyus presented on the navigation projects undertaken by the Marine Department of Malaysia and elaborated on the challenges on managing navigation aids as they cover 58% of Sarawak coastline.

The Workshop deliberated on several projects projected and being undertaken by Workshop participants. An additional USD 30,000 was raised by the Workshop from the donation by China, Chinese Taipei and Vietnam.
