Roundtable Discussion on Security Issues in the Sulu Sea

The Centre for Defense and International Security Studies (CDiSS), National Defense University of Malaysia organized the above roundtable themed “Conflict and Cooperation in the Sulu Sea” to exchange views on security challenges in the Sulu Sea and to strengthen collaboration among relevant stakeholders.

In his opening remarks, its Vice Chancellor, Tan Sri Dato' Seri Panglima Haji Zulkifli Zainal Abidin, stressed on the need for inter-agency collaboration in generating fresh ideas for enhancing our security strength in the Sulu Sea.

The three expert speakers invited to share their thoughts at the forum were First Admiral Dato' Muhamad Ridzwan bin Abdul Rahman of the Royal Malaysian Navy (RMN) Headquarters, First Admiral (M) Kamaruszaman Bin Abu Hassan from Eastern Sabah Security Command (ESSCOM), and Mr. Andrin Raj from the International Association for Counterterrorism and Security Professionals (IACSP). Their respective presentations focused on East Sabah security challenges, strategic thrust of ESSCOM, and emergence of “New” terrorism in the Sulu Sea.

The discussions covered Security and Development (KESBAN) at Sea, Sabah claims, hot pursuit under UNCLOS, and the Malaysia level of preparedness for urban warfare. Based on the discussions, the way forward requires strategic cooperation among government agencies and neighbouring countries to strengthen security arrangement, improve enforcement capabilities, and promoting socio-economic development. In addition, risk analyses should be conducted to counter terrorism, piracy and maritime threats through threat assessments as well focusing on crisis management in the region.

MIMA was represented at the roundtable by Norsyihan Jamal, Researcher in the Centre for Maritime Security and Diplomacy and Darshinee Nadarajan, Research Assistant in the Centre for the Straits of Malacca.
