Meeting with Officials from Canada's Privy Council Office

The Maritime Institute of Malaysia received a delegation from Canada's Privy Council Office (PCO) which is the center of non-partisan, public service support to the Prime Minister and Cabinet on the full spectrum of policy and legislative issues faced by the government, including international affairs and national security. The PCO houses the international assessment secretariat (IAS) which is a team of analysts, providing senior government clients with original, policy-neutral assessments of foreign developments and trends that may affect Canadian interests.

The delegation was headed by Mr. Timothy Mackey Counsellor (Political and Public Affairs), High Commission of Canada in Kuala Lumpur, accompanied by Ms. Marguerite Luong and Ms. Alison Kwok, China analysts at the Privy Council Office. Their purpose of visit was to meet with local experts with on-the-ground knowledge of China-related issues.

The discussions focused on China’s Belt and Road Initiative (BRI), and South China Sea issues. Ms. Sumathy Permal briefed the delegation on Malaysia’s perspectives on the Chinese BRI as well other related maritime security matters. The meeting also discussed on BRI investment projects in Southeast Asia and the possible risk in terms of geostrategic matters. More importantly, the meeting was informed that BRI partners need to continue engagement with China as this initiative provides prospects for cooperation and an ability to reduce tension between China and its BRI partners over concerns in the South China Sea.

Discussion session

Ms. Sumathy also briefed the meeting on the outcome of MIMA’s international conference on BRI held in 2017 and the upcoming conference on BRI in 2018.

Captain Martin A. Sebastian, Senior Research Fellow opined that China’s BRI policy provides both pitfalls and opportunities to all BRI recipients The delegates from Privy Council Canada thanked MIMA’s experts for the fruitful discussion.
