The 4th International Workshop on Cooperation and Development in the South China Sea Beijing, China

The Workshop was held at the Chinese Hall of Science and Technology. China Institute of Maritime Affairs and Wuhan University collaborated to conduct this event. Participants were mainly from East Asia and South East Asian countries.

Director General MIMA, First Admiral Dato Chin Yoon Chin and Capt. Martin A. SEBASTIAN RMN (R), Senior Fellow and Centre Head, Centre for Maritime Security and Diplomacy (MSD) were invited to participate in the workshop.

Dato Chin was moderator for the session on Geo Politics  and commentator for the session on Security. Capt. Martin spoke on Law Enforcement in the Security session and Co Moderator for Marine Science session.


Moderators and Speakers – Session on Security

During the session on Security, Capt. Martin encouraged multi stakeholder consultations. Since many maritime crimes has become transnational and organized in nature, he called for law enforcement to be viewed through one lens instead of dividing it between land and sea. He noted that many nations have already set up multi agency task forces, to identify and address jurisdictional gaps being exploited by organized crime syndicates. He also urged collaboration with the industry, community, International GovermentalOrganisations (IGO) like United Nations Office of Drugs and Crime (UNODC) and Interpol. Non Government Organisations (NGO) have a lot of information that can assist in providing missing pieces of the jigsaws in organized crime networks. He emphasized the need for 4D (detect, disrupt, destroy and deter) approach through collaborative engagement. The goals is to have successful convictions and the busting of  crimesyndicates.

During the Workshop, CIMA and MIMA discussed on a possible Memorandum of Agreement (MoA) to conduct security and safety workshops for the South China Sea.
