The 2nd Ocean Dialogue – Fishery Cooperation in the South China Sea

Hanoi, Vietnam, 15 March 2018

The 2nd Ocean Dialogue was organized by the Diplomatic Academy  of Vietnam (DAV) in collaboration with the Australian Embassy and Konrad Adenaur Siftung of Germany. The event was held in DAV.

With the ongoing discussions worldwide on depleting fish stocks, this dialogue aimed to identify innovative approaches that can enhance better management of marine living resources in the South China Sea.

Capt. Martin A. SEBASTIAN RMN (R), Senior Fellow and Centre Head, Centre for Maritime Security and Diplomacy (MSD) was invited to provide the opening for the dialogue, moderated by Dr Ha Anh Tuan, Bien Dong Maritime Institute, DAV. Speakers from China, Vietnam and Indonesia were invited as discussants.

Capt. Martin spoke on the Comprehensive Approach in Fishery Management. He called for the safeguarding of fishery habitats, enhancement of marine resources scientific research and multi stakeholder consultations on food security.
He added that the industry has already taken a role to address Illegal unregistered and unregulated fishing; and fishery crimes. He drew comparison with the Private Maritime Security Companies (PMSC) that were successful in combatting piracy in the Gulf of Aden. The fishing industry too can support in soft security instead of hard security ie catch certification schemes to deter illegally caught fisheries from entering the market. Certification also allows contaminated products to be removed by batches from supermarkets, instead of the entire lot.

In his closing remarks, he pointed out the examples from Thailand and Indonesia on inter-agency cooperation. He emphasized the role of political will and media   in addressing fishery issues and how Comprehensive Approach can  create opportunities for sustainable development.
