National Resilience College - Malaysia a Maritime Nation

The National Centre for Defence Studies (NCDS) is a Malaysian Armed Forces (MAF) education centre established to incorporate the three military officers courses under one roof. These are the National Resilience College, MAF Defence College and the MAF Staff College.

The National Resilience Course (NRC), the most senior course, started in September 2019 catering for local senior military officers of Colonel and Brigadier equivalent ranks. 20 Course participants are attending this course. The aim of this course is to produce Strategic Military Thinkers of Statesmen Quality.The core studies in the NRC  revolves around the concept National Power at the grand strategic level with a sub core emphasis on National Unity

Capt. Martin A. SEBASTIAN RMN (R), Senior Fellow and Centre Head, Centre for Maritime Security and Diplomacy was invited to deliver a talk on Malaysia as a Maritimne Nation: Issues, Challenges and Prospects.

In his talk, Capt. Martin presented maritime Malaysia in the context of history, geography and economy. He described on issues relating to traditional and non traditional security, aeronautical & maritime safety and the effects of climate change. He noted on the need for better ocean governance and the role MIMA plays on developing policy papers for the government as a maritime policy Think Tank. He explained on the policy papers for the National Single Maritime Single Points of Contact (NMSPOC), Private Maritime Security Companies (PMSC), Harmonising Aeronautical and Maritime SAR (HAMSAR) and the East Sabah KESBAN at Sea Project – Developing Holistic Security for East Sabah. During the Q & A session, Capt. Martin encouraged NRC to view Grand Strategic Level Leadership beyond the Malaysian horizon. He took the opportunity to relate his experience in the United Nations Headquarters New York where MAF officers have the opportunity to be Seconded in Senior Military positions or Staff appointments. With respects to Malaysia’s glorious involvement in peace processes around the world since 1960, NRC should seriously view senior leadership positions like Force Commanders and possibly Special Representative of the Secretary General (SRSG) for UN Missions, after retirement.
