Workshop on Japan-Malaysia Maritime Cooperation: Shaping Security Cooperation in the Indo-Pacific

The Maritime Institute of Malaysia (MIMA) co-hosted the above second Track 2 Workshop on Japan-Malaysia Maritime Cooperation with its international partner, the Japan Institute for International Affairs (JIIA).

The workshop gathered academics and practitioners and focused on issues of concern to Malaysia and Japan as well as events and developments unfolding in the immediate region and the wider domain. The workshop was attended by Ambassador Makio Miyagawa from the Embassy of Japan in Malaysia, Chief of Royal Malaysian Navy, Admiral Tan Sri Ahmad Kamarulzaman Hj Ahmad Badaruddin, Vice Admiral Tan Sri Dato’ Seri Ahmad Ramli b Hj. Mohd Nor (R), Chairman MIMA Mr Koichi Ai, Director-General (Acting), JIIA and thirty-seven participants from Malaysia and Japan.

The first session of the workshop was chaired by Admiral Tan Sri Ahmad Kamarulzaman and included two expert panelists namely Mr. Tetsuo Kotani, Senior Fellow, JIIA and Dr. Ngeow Chow Bing, Deputy Director, Institute of China Studies, University of Malaya. This session addressed pressing security challenges in the Indo-Pacific region in the face of the US Trump administration’s stance as well as Xi Jinping’s position post the 19th Party Congress.

The second session examined various consultative initiatives adopted in the East and South China Seas and explored gaps including operational and political scenarios that could challenge their effective implementation. This session was explored by Captain Ee(Yee) Tai Peng, RMN (Director, Traditional Military Affairs, Malaysia Institute of Defense and Security), CDR. Kentaro Furuya (Associate Professor (Joint Appointment), National Graduate Institute for Policy Studies, Japan), and Mr. Shahriman Lockman (Senior Analyst, Institute of Strategic and International Studies Malaysia). It was moderated by Dr Azfar Mohamad Mustafar, Director General Maritime Affairs, Ministry of Foreign Affairs, Malaysia.

The final session, addressed by Dr. Rizal Abdul Kadir (Deputy Director General, MIMA), Dr. Yurika Ishii (Assistant Professor, National Defense Academy of Japan), and Ms. Norhasliza Mat Salleh (Deputy Director, Maritime Security and Sovereignty Division, National Security Council, Malaysia) was on how countries with territorial disputes can abide by the rule of law without compromising their respective national interests. It was chaired by JIIA’s Mr. Ryosuke Hanada.

Dr. Rizal Abdul Kadir on Ensuring Rule of Law in the South China Sea

This workshop provided the basis for formulating and implementing new perspectives and ideas in strengthening cooperation between Japan and Malaysia to promote a stable, secure, and prosperous Asia Pacific region. A post hard–copy report on the workshop proceedings will be made available to serve as a blueprint for future cooperation.
